Picking up this strange device, you are certain that it is magical in nature. Unfortunately, it doesn’t seem to connote any other kind of use. Perhaps the archmage back at Stars’ Rest to the east of the Moonrest Gardens would be able to tell what it’s used for?

Walkthrough
This quest auto-starts when you loot Goramosh’s Strange Device from Goramosh’s corpse on the upper floor of the two-story building in western Moonrest Gardens [~20, 58]. You should already be here from completing Prevent the Accord.
Simply return to Stars’ Rest [29, 55] and deliver the device to the Image of Archmage Modera. She identifies it as a teleportation device, most likely linked to the surge needle platform floating above Moonrest Gardens.
This sets up the next quest, Projections and Plans, where she sends you back to use the teleporter and investigate the platform.

Lore Context
The “strange device” turns out to be a surge needle teleporter, one of the tools the blue dragonflight uses to manipulate ley line energy.
Modera calls it “the key to allow us to discern exactly what the mage hunter forces are up to.”
Her follow-up quest (Projections and Plans) has you teleport to the top of the surge needle, where you’ll discover projections of the Arcanomicon, a map of every ley line intersection in the world. This is a significant find, as the Arcanomicon was originally a gift from the titan Norgannon to Malygos, further confirming how deeply Malygos is directing the operations at Moonrest Gardens.

The device fit in my palm. Clearly arcane… but beyond that, its purpose escaped me.
The walk back to Stars’ Rest gave me time to turn it over and examine its crystalline facets. It was another artifact plucked from a fresh corpse to add to the war’s strange collection.
Modera noticed the device before I’d said a word. “What do you have there?”
I set the device before her. Her hands hovered above the surface while her projection sharpened into focus.
“If I’m not mistaken, you’ve uncovered the key to allow us to discern exactly what the mage hunter forces are up to.”
Modera named it a surge needle teleporter and sent him back to Moonrest to use it, because whatever the blue flight was projecting on that platform would say exactly what Malygos intended, which makes it a question of Projections and Plans.
