In WotLK Classic, Defender Mordun is located OUTSIDE Utgarde Keep, NOT inside the dungeon instance.
In patch 4.3.0 (2011-11-29): Moved into Utgarde Keep. This change happened during Cataclysm, well after the original WotLK era. In WotLK Classic (and original WotLK), Mordun stands at the upper Utgarde entrance in the open world, making this a simple outdoor turn-in that requires no dungeon entry.

Upon meeting Defender Mordun, the grizzled dwarf wastes no time on pleasantries:
“Late though ye may be, it’s good to see a friendly face. Now stop standin’ around with yer thumb up yer nose, there’s work to be done!”
Lore Context: Utgarde Keep
Utgarde Keep is the ancient fortress of the Dragonflayer clan, looming over Wyrmskull Village. The dungeon serves as most Alliance players’ first instanced content in Northrend. The vrykul within are being awakened from their millennia-long slumber by the Scourge, and the Alliance seeks to disrupt this process before the vrykul army reaches full strength.
Defender Mordun’s position at the upper entrance represents the Alliance’s forward line against the vrykul threat. The “sounds of battle” Scout Valory mentions suggest Mordun has been holding this position against vrykul attackers while waiting for reinforcements.
The dungeon culminates in a confrontation with Ingvar the Plunderer, the very Dragonflayer leader whose fury you provoked during the It Goes to 11… questline. Guard Captain Zorek hinted you might one day “stomp his face into the dirt.” Now’s your chance.

She pointed northeast, toward the hill above Wyrmskull.
“The scouts have done all we can here. You must pick up where we’ve left off. Sounds of a skirmish are coming from up there. Have a look. We can only hope there are some who have survived, and that they may have some intel we can use against this enemy.”
After the weight of Ymiron’s decree and the spirit world’s revelations, the sounds of steel on steel felt almost welcoming.
I climbed the hill toward the fighting.
A dwarf stood at the center of it, surrounded by vrykul corpses and holding ground with the stubborn fury his people are known for. He spotted me and didn’t stop swinging.
“Late though ye may be, it’s good to see a friendly face!” He put down one more attacker, then turned fully. “Now stop standing around with yer thumb up yer nose. There’s work to be done!”
Mordun pointed at Utgarde Keep, and beneath it a dying man on an altar was spending his last breath on something worth more than his life, which he called The Shining Light.
