Story Context: A Dubious “Salvage Operation”
Harold’s dialogue makes it abundantly clear he’s not on any official mission:
“Hey… Uh… What’s up? What are you doing down here?”
“Me? Oh… Well, you see… I’m… Um… I’m trying to clean this place up! Orders from Keller himself!”
His nervous stammering and his repeated Freudian slips (“goodies, err, I mean supplies”) suggest he’s a treasure hunter pilfering from the shipwrecks. When you return with the crates, he hastily shoos you away:
“Yep, well, just give me those crates. I’ll need to document them and take inventory and some other stuff that you haven’t been trained to deal with or understand. Don’t worry; I’ll be sure to let Keller know what a great job you did down here! Yep. Yea, you can leave now. Skedaddle!”
The irony? You still earn Valiance Expedition reputation despite almost certainly helping a con artist steal from the Alliance’s own supplies. Vice Admiral Keller probably never gave any such order.

“Hey… Uh… What’s up? What are you doing down here?” He recovered poorly. “Me? Oh… Well, you see… I’m… Um… I’m trying to clean this place up! Orders from Keller himself! He says to me, ‘Harry, I want you to put on a divin’ bell and search the shipwrecks of Daggercap for OUR stuff…'”
I said nothing.
“Say, maybe you could lend me a hand while you’re down here. Throughout the bay here are all kinds of goodies, err, I mean supplies.” He pressed a diving helm into my hands. “Use this so you don’t run out of air and die.”
The wrecks of Daggercap held plenty of crates. Vrykul harpoons had been thorough in their work. I collected ten and brought them back to Harry, who beamed.
“Wow! You sure are efficient. Yep, well, just give me those crates. I’ll need to document them and take inventory and some other stuff that you haven’t been trained to deal with or understand. Don’t worry; I’ll be sure to let Keller know what a great job you did down here!”
Keller didn’t send him. Keller probably didn’t know he existed. But the supplies would end up in Valgarde one way or another, and I had larger concerns than one opportunistic diver skimming from shipwrecks.
I left him to his “documentation.”
The bay floor was picked clean, and southeast along the coast the elements had started behaving in ways that broke the rules, which is why a shaman wanted somebody who would not ask whether he was Out of My Element?
