The Scintillating Fragment drops from Coldarra Spellbinders. These are humanoid frost mages (often patrolling with dogs) found throughout Coldarra, particularly around the floating platforms south of the Nexus where Inquisitor Caleras patrols.
Once you loot the fragment, right-click it in your inventory to start the quest, then return to Raelorasz at the Transitus Shield.

The fragment you’ve found is a piece of a magical prison. Raelorasz recognizes it immediately as something significant. The Scintillating Fragment drops from Coldarra Spellbinders, human mages who have pledged themselves to Malygos in the Nexus War.

A scrap of metal, no larger than my palm. It should have been debris, battlefield refuse worth less than the time it took to notice. But something about it wouldn’t let me throw it away… a faint shimmer that didn’t behave like reflected light and a weight that didn’t match its size.
