In hopes that the enemy of our enemy will prove to be a friend, you must search for the prison’s remaining fragments. They are likely to be in the possession of Malygos’ most trusted underlings.
I’m confident that there’s a final stage in their metamorphosis. Find me some evidence of their final state.”

Raelorasz at the Transitus Shield wants you to obtain the Prison Casing from General Cerulean and the Energy Core from Warbringer Goredrak.

Both targets are on ground-level blue platforms in northern Coldarra, NOT the floating platforms in the sky.

After collecting both items, return to Raelorasz. He will combine the fragments with the Scintillating Fragment you found earlier to create the Augmented Arcane Prison.
Tips
After Turning In
Use the Augmented Arcane Prison anywhere in Coldarra to summon Keristrasza and continue the quest chain. Back up from Raelorasz to give yourself space, or move to another convenient location.
Lost Your Prison? If you accidentally destroy or lose the Augmented Arcane Prison, speak to Raelorasz. He has a dialogue option to provide a replacement.

Raelorasz (quest text): “You’ve discovered a fragment of a special prison. Malygos’ minions use similar prisons to hold their captured mages and other arcane entities, but this prison was constructed to hold something… stronger. In hopes that the enemy of our enemy will prove to be a friend, you must search for the prison’s remaining fragments. They are likely to be in the possession of Malygos’ most trusted underlings.”
Completion: “It is done. I sense a strong presence within this prison. Let us hope it proves to be an ally.”
The fragment you found was a piece of a dragon prison. General Cerulean, a blue dragonspawn, and Warbringer Goredrak, an Azure-Lord of the blue dragonflight, are among Malygos’s most trusted lieutenants. They guard the remaining pieces of a prison designed to hold someone far more powerful than ordinary mages.
Raelorasz’s gambit is that whoever Malygos imprisoned might become an ally against him.

Stronger. In the heart of a dragon aspect’s fortress.
“In hopes that the enemy of our enemy will prove to be a friend, you must search for the prison’s remaining fragments. They are likely to be in the possession of Malygos’s most trusted underlings.”
Trusted underlings. I found General Cerulean first.
The dragonspawn was bred for war, scales the color of deep ice, claws that could shred plate. But he was used to facing mages, not warriors. I stayed inside his reach, denied him distance, and when he overextended, I made him pay for it. The Prison Casing came off his corpse.
Warbringer Goredrak put up a better fight.
The Azure-Lord stood half again my height, drakonid bulk radiating power that pressed against my skin. He sapped strength with every blow, arcane blasts knocking me back. I kept coming. Bled for every step forward, but kept swinging until he finally stopped moving.
The Energy Core pulsed in my hand. When I laid both pieces before Raelorasz, they began to glow.
“It is done. I sense a strong presence within this prison. Let us hope it proves to be an ally.”
The prison was whole and Raelorasz said to use it and stand well back, since what Malygos himself had locked in there was about to be Keristrasza standing in front of them.
