Baron Sliver explains that death knights like General Lightsbane are held on “too tight of a leash” to be turned from the Lich King’s will through the Sovereign Rod alone. Unlike Vile, Lady Nightswood, and The Leaper (lesser Scourge who could be broken free), Lightsbane must simply be destroyed.
This reflects a hierarchy within the Scourge where more powerful servants have stronger mental chains binding them.
Once Lightsbane falls, the Shadow Vault is fully under Ebon Blade control, and the next quest formally establishes it as a friendly hub.

Sliver is standing in front of me as one of those circumstances. So is Thassarian, and so is Mograine, and every knight at Acherus who walked off that chapel yard with his own mind back in his head.
Lightsbane simply did not happen to be at Light’s Hope.
The policy for a man who was not present at the one event in this world that has ever broken that leash is that you go into his forge and kill him.
The rack was by the northern runeforge and I put it over onto the stone.
“You’re the one that’s been disrupting things? This should be easy.”
He was wrong, but not for the reason he expected. What he does is put down a patch of ground, and everything standing on it starts dying, and the whole trick of him is knowing which piece of floor has stopped being yours.
Then the door came in.
“SMASH!”
“My dear general, your time has come!”
“MRMRFRMRFRMRRRR!”
Vile went straight into him and took everything the general had, which is what Vile is for and what Vile appears to enjoy. Nightswood came in off the flank and she had clearly been waiting all week for exactly this. The Leaper worked the edges and made no sense to anybody.
I killed all three of them nine days ago. Now I was fighting a general beside them, and they held him for me.
He went down under the axe with Vile still hammering at his back.
“General Lightsbane and his forces are defeated?” Thassarian said when I came aboard. “The Shadow Vault is taken?”
The Ebon Blade holds the vault now, and the three that Sliver turned will be given work there. In this country, apparently, being killed by the right person is the best offer on the table. Lightsbane got the other one.
The vault standing empty of its general was no longer a Scourge fortress so much as a piece of property nobody had formally claimed yet, which made the next order a matter of paperwork and flags at The Shadow Vault.
