You’re going to need to beseech Har’koa for some of hers. Once you’ve done that, when you return here, you will not come to the underworld. Instead, you will return to the physical world of my altar.
My children and guardians will no longer attack you, and you’ll be able to get to my prophet without having to worry about them.”

Deliver the Underworld Power Fragments to Har’koa and beseech her for a portion of her spirit. You will still find her at the Altar of Har’koa.

Objective: Deliver the Underworld Power Fragments to Har’koa at the Altar of Har’koa [63.7, 70.4] and beseech her for a portion of her spirit.

Lore Context
Quetz’lun explains the plan: the Underworld Power Fragments you collected need to be imbued with a portion of a living god’s spirit to become potent enough for the final strike against her Prophet. She also reveals that once you return to the Altar of Quetz’lun after this, you’ll be in the physical world rather than the underworld, and her guardians will no longer attack you.
This is the mechanical setup for the next quest’s phasing change.

Upon completion of this quest you will gain:

I left the underworld carrying fragments of divine vengeance to ask another goddess for a piece of her soul.
Har’koa considered the request carefully. “A portion of my spirit? That’s quite an expensive gift considering this is for revenge and I’m already greatly weakened by my subduers.”
A pause. Then:
“Still, I may know a way.”
A weakened goddess spending the last of her reserves so a dead one could have her revenge. The final strike against Quetz’lun’s prophet requires one more ingredient, and its name tells you everything in Blood of a Dead God.
