Runeseer Valduran commands the iron dwarf forces from Nidavelir. Bouldercrag believes Valduran’s power comes from titan artifacts gifted to him by his master, Loken, the corrupted Keeper who seized control of Ulduar. Destroying these artifacts is meant to weaken Valduran’s forces before a direct assault.
Bouldercrag’s completion text is notably grim. Even after destroying the relics, he knows it won’t be enough: the stormforged don’t care about casualties.
This sets up the escalating chain of quests that eventually leads to a direct confrontation with Valduran himself.

He has never seen them. Nobody in that refuge has.

I went anyway. He was right, as it happens, which does not make the reasoning better.
Nidavelir is across the plains and up into the cliffs, and it is not a camp. It is a works. There are galleries and floors to it and things being made on all of them.
Loken’s Fury sat in a chamber that made my teeth ache to stand in. Two came at me before I reached it. The first went high and I went low, took its legs out from under it, and put the claymore up through the plate as it came down. The second gave ground. It backed off and kept backing off with the servos in its legs running high and uneven, and I have no idea what that is in a made thing, and I killed it while it was doing it.
Loken’s Power had a captain on it, and the captain was better. Faster than the rest and it kept its guard where it belonged, and I could not get through the front of it. So I stopped trying to, feinted left, put my shoulder into the guard instead of my edge, and brought the pommel down on the faceplate while it was still finding its feet.
Loken’s Favor had the most on it. That one took a while and I have nothing clever to say about how.
Three of them broken.
“Is it true? Does Valduran possess powerful relics of the titans? Did you destroy them?”
I told him yes to all three.
Bouldercrag nodded grimly. “You’ve weakened the stormforged considerably, but they’ll keep fighting. Their casualties matter nothing to them, while our defenders continue to fall. Even if it costs them a hundred or a thousand iron corpses, they’ll keep fighting until we’ve been pounded to gravel.”
Three relics broken and Bouldercrag still counting his own dead faster than theirs, because the irons spend soldiers the way other armies spend arrows, and thinning them meant somebody Facing the Storm in their own village.
