Valduran is the iron dwarf commander who has been orchestrating all of Nidavelir’s operations throughout this chain. He’s Loken’s field general responsible for the stormforged army, the dark ore mining, and the construction of a secret weapon.
Bouldercrag’s quest text reveals the urgency: what you learned at Mimir’s Workshop (that the dark armor is a saronite-iron alloy) means Valduran is building something far more dangerous than standard war golems.
Valduran’s dying taunt is significant. He boasts that “nothing you do here can prevent the completion of the iron colossus!”
This isn’t empty posturing. His death doesn’t stop the weapon, and Bouldercrag confirms it: “if his boasting is true, we must continue fighting the stormforged in his absence.” The next two quests (Destroy the Forges! and Hit Them Where it Hurts) are a direct response to this revelation.
Bruor’s dialogue during the fight (“I am your doom, Valduran!”) pays off his personal arc. He told you in Facing the Storm that he used to lead raids on Nidavelir but could no longer sustain the attacks. Now, with your help, he finally gets to confront the enemy commander directly.

Buy us time. Both of them were coming. Which meant the door would be held by whoever was left.
“You must go to Nidavelir, across the Snowdrift Plains to the southwest, and then find and face Valduran. But you will not be alone. Bring this war horn with you and sound it as you prepare to face the leader of our enemies. Bruor and I will aid you in this battle.”
Valduran holds the last building in Nidavelir. I reached the door of it and sounded the horn, and the two of them came up out of the ground beside me the same way the warders do.
“At last, the tyranny of the stormforged is at its end!”
“No more will your minions assail the creatures of stone and their allies.” Bruor had the hammer up already. “I am your doom, Valduran!”
He had that one ready. I would put money on it.
The Runeseer came out of the back of the hall without hurrying.
“How predictable! But then, who would expect a rock to think like anything other than one?”
Then he took the measure of the three of us and did not appear to revise the opinion.
“If you’re so eager to fight, I’ll oblige you. But know that nothing you do here can prevent the completion of the iron colossus!”
The two earthen went in front and stayed in front. Valduran put his bolts into Bouldercrag and Bouldercrag stood in them, and the stone across his chest went black and held.
The ball lightning he puts on the floor. It sits where it lands and burns whatever walks into it afterward, and inside a building there is not a great deal of floor to spare. Half that fight was about where I was permitted to stand.
Then the sparks came off him in every direction at once, and there is no answering that. You take it and you keep working.
I got the claymore into the seam between his shoulder plates while his attention was on Bruor. He came round and I was already inside the reach of it. The second went into the chest. The third took the helm.
“We’ve defeated Valduran and we’ll fell his colossus,” Bouldercrag said.
“Well fought!” Bruor was breathing hard, which I had not known they did. “The day is ours, but the war goes on!”
“At last, Valduran is dead, and the stormforged are weakened, but if his boasting is true, we must continue fighting the stormforged in his absence,” Bouldercrag said back at the refuge. “This weapon they’re building could be the end of us.”
Valduran died still insisting the colossus would be finished, and Bouldercrag took him at his word, because a weapon that size needs forges running day and night to feed it, which meant the next order was Destroy the Forges!.
