The quest is above ground in Wyrmskull Village (not in the catacombs). Look for cages near [58.6, 54.3], scattered around the village.
Keys to Freedom:
Kill Dragonflayer Tribesmen, Death Weavers, and occasionally Dragonflayer Thanes to collect the Wyrmskull Cage Key.

Walkthrough
Head north to Wyrmskull Village, the vrykul settlement directly across from Valgarde at the base of Utgarde Keep. The cages holding prisoners are scattered around the village, with several located around [57, 53].
Kill Dragonflayer vrykul (any type) until you loot a Dragonflayer Cage Key. The drop rate is fairly low, so expect to kill several mobs per key. Use the key on a cage to free the prisoner inside.

The key can drop from any Dragonflayer vrykul in Wyrmskull Village, including:
Multiple players report faster drops from mobs in the center of the village. Kill near the cages so you can immediately use keys when they drop.
Prisoner Companions
This quest has a unique mechanic: rescued prisoners temporarily join your party as combat companions. Four prisoner types exist, each offering different utility:
The buffs persist even after the companion despawns. Prioritize freeing Priests and Paladins first for maximum benefit. You can have multiple companions active simultaneously by freeing prisoners before previous ones despawn.

Story Context
This quest marks a turning point in the Valgarde storyline. Vice Admiral Keller’s completion text finally puts a name to the enemy:
“Those soldiers you rescued had a good bit of information for us. These monsters call themselves ‘vrykul.’ The tribe that’s taken up residence in Wyrmskull Village is led by a mystic named Yanis who himself is an underling of another vrykul known as Ingvar the Plunderer.”
This is the first time the Alliance learns the vrykul command structure. Yanis becomes a target in the next quest, while Ingvar is the final boss of Utgarde Keep.
The rescued prisoners also drop hints about worse things to come. If you’re in a party, they occasionally say in party chat: “I hear they’re sacrificing prisoners up at their ritual grounds. I think the place is called Gjalerbron…” This foreshadows a later quest hub where vrykul are being awakened from their millennia-long hibernation.

Wyrmskull had been human once, an archaeology site, from what the survivors said. Now it belonged to them. The vrykul moved through the ruined buildings like they’d always owned them, and maybe they had. I noticed the proportions were not meant for our kind.
The cages stood in plain sight. A message, like the harpooned scouts. Here are your people. Come and try.
The Dragonflayer vrykul carried keys on their belts, iron things that looked like they’d been forged before the Third War. Tribesmen fell first, then a thane whose ceremonial armor couldn’t stop a mace to the skull.

The prisoners gave Keller names and a chain of command, and what he wanted next were the Dragonflayer Battle Plans sitting in the village under the mystic running the whole operation.
