Collect 4 Ice Shard Clusters from Iceshard Elementals in the north and bring them to Zivlix at Nozzlerust Post.

Zivlix is building a goblin weapon of questionable safety. He refers to Nozzlerust Post as “the Vice” and frames the whole operation as a get-rich-quick scheme: build the machine, sell it to military commanders, profit.
The ice shards serve as shrapnel for his bombs. Classic goblin engineering.

Vikstone's War Journal“I’ve never seen you before.” Zivlix looked me over with the appraising eye of a merchant sizing up new labor. “Are you new to the Vice? Glad to have you. I could always use some more hands.”

The Vice. Whatever that meant, I was apparently part of it now.
“You get the materials, I’ll finish my machine, then we can sell it to those commander types and all go home rich.” He gestured vaguely north. “Narf said that jagged ice shards from those elementals to the north would make perfect shrapnel for my bombs. Go nab some, will ya?”
The ice elementals stood sentinel in the wastes north of Nozzlerust, crystalline forms bristling with razor edges. They didn’t appreciate visitors.
They shattered in a spray of frozen fragments, and I gathered the largest pieces before they could melt or reform. Four clusters, each one sharp enough to slice through leather without effort.
“Excellent!” Zivlix said. “They’re even sharper than I expected them to be. I’ll pack them in the snow until the bomb is ready. Let’s see… what next…”
Zivlix has his shrapnel and the bomb still wants padding, which is what carries the chain on into Soft Packaging.
