Ethenial Moonshadow is a Highborne wraith hovering among the ruins of Moonrest Gardens at approximately [24, 60]. She is not friendly, and her quest text makes that clear: she threatens to overrun your base with the spirits of the dead if you don’t help.
Accept the quest and begin killing blue dragonflight forces throughout the area.
All four mob types count toward the same 15-kill objective, so kill whatever is closest. They are found throughout Moonrest Gardens and down onto the Glittering Strand coastline to the south and west. The densest concentrations of Mage Hunters and Stalkers are around [26, 64] along the beach, with additional spawns near [21.9, 62.0].

Return to Ethenial Moonshadow to turn in and pick up the follow-up, End Arcanimus.

Moonrest Gardens was the final resting place of ancient Highborne elves, built atop a powerful ley line nexus.
The blue dragonflight invaded the site as part of Malygos’s campaign to seize control of all mortal magic, known as the Nexus War. They deployed a massive device called a surge needle to destroy the ley line nexus beneath the gardens, redirecting its energy to the Azure Dragonshrine. Their destructive methods awakened the long-dormant Highborne spirits, who rose up and “decimated half of the mage hunters” in retaliation.
Ethenial Moonshadow is one of these furious ghosts, and she’s not asking for help; she’s demanding it.
The blue dragonflight’s presence here also attracted the attention of the Ethereum (the ethereal faction from Outland), who seek to ally with Malygos.
This connection is uncovered through the parallel quest Rifle the Bodies and leads into the broader Moonrest Gardens chain: Prevent the Accord → Projections and Plans → The Focus on the Beach, which tracks the ley line energy from the destroyed nexus to foci along the coast and ultimately connects to the Azure Dragonshrine conflict and the Wyrmrest Accord‘s defense of Wyrmrest Temple.
This chain is part of the Dragonblight’s larger Nexus War storyline that began in Borean Tundra’s Coldarra and culminates in the Eye of Eternity raid against Malygos himself.

I didn’t ask if we shared blood. The Blue Dragonflight’s mage hunters had desecrated a sacred place, and that was enough. The ley line nexus beneath Moonrest Gardens lay shattered by their surge needle. The spirits of the dead had risen in fury, but the invaders remained.
The mage hunters fought with arcane magic, and sorcerers and wizards hurled spells from range while stalkers tried to flank. I closed distance before they could coordinate, let the axe do what arcane shields couldn’t stop.
“Somehow I sense that you haven’t quite killed enough of these defilers.” Ethenial’s voice softened slightly. “Very well, you have satisfied my request if nothing more. Thank you, night elf.”
Night elf. Not kin, and perhaps that answer was deliberate. I left the gardens without looking back.
The architect of Moonrest’s destruction is still breathing and the Highborne ghost wants his head, which means somebody has to End Arcanimus.
