Lillehoff explains that the tradition of offering tribute to Hodir dates back to when the titanic watcher walked among the frost giants. Though Hodir no longer dwells with his people (he’s imprisoned within Ulduar by Yogg-Saron, which players discover during the Ulduar raid), the Sons of Hodir maintain the ritual.
The relics themselves are titan-forged artifacts scattered across Storm Peaks and the dungeons of Ulduar, remnants of the region’s vast titan infrastructure.
This quest was Blizzard’s solution to the community outcry over the Sons of Hodir reputation grind. Before Patch 3.0.8, the only options were daily quests and rare Everfrost Chips, making the grind to Exalted agonizingly slow. The ability to farm mobs (or buy relics) and turn them in without limit transformed the grind from weeks-long to manageable.
For many players, this was the quest that finally made those shoulder enchants feel attainable.

The tribute is relics out of Ulduar. Nobody goes and digs for them. They come off whatever a man kills in these mountains, hyldnir and iron dwarves and jormungar and the things down in the Halls.
I had ten of them in the bottom of my pack without ever having gone looking.
So the offering to a dead giant is assembled out of fragments of the fortress Loken held until days ago, carried out of it in the pockets of the things that garrisoned it for him. I set them on the table and did not say any of that aloud.
“The Sons of Hodir accept your tribute, small one,” Lillehoff said. “You continue to prove your worth as an ally in more ways than one.”
Relics bought goodwill by the armful, but the frost giants had a problem gold could not solve, because something in the peaks was watching them and reporting back, which made Vikstone their Spy Hunter.
