Talk to the Avatar of Freya at Rainspeaker Rapids (64.6, 48.7) and click through her three dialogue options. She explains that the titans left a defense mechanism to protect their experimentation sites, then asks for your trust before saying more. No travel, combat, or items are involved. Completing it opens both Powering the Waygate quests at once and counts toward the Into the Basin achievement.

Vikstone's Classic Expedition

A titan-forged guardian thirty feet tall asked a mortal to swear fealty before she would name the weapon she intended to use. Vikstone swore.

“The cultists have been taken care of, but the Scourge’s invasion has not slowed down. The situation is becoming desperate, Vikstone. There exists a last resort. Before I reveal any more, however, I must be sure I have your absolute trust.”

Walkthrough

Talk to the Avatar of Freya and click through the three dialogue options. She reveals that the titans built a devastating defense mechanism to protect their experimentation sites like Sholazar Basin, then asks you to swear your trust before she’ll explain further.
The quest completes once you finish the dialogue. No travel, no combat, no items needed.

Chain Position

Step 2 of 8 in the Waygate series. Requires The Lifewarden’s Wrath. Unlocks Powering the Waygate – The Maker’s Perch, which leads to Powering the Waygate – The Maker’s Overlook.
Counts toward the Into the Basin achievement.

A last resort.

“We have little time. The Scourge is preparing for a final push. There is no turning back now. If you agree to help me, you will do so without hesitation.”

A failsafe built by a daughter of the titans was asking a mortal for permission.

“I want to stop the Scourge as much as you do. How can I help?”

“The titans did not create life overnight. The process was gradual and required a great deal of experimentation and iteration. It is for that reason that highly protected places such as Sholazar Basin exist,” she said. “To ensure the safety of their experimentation sites, the titans created a defense mechanism. Its destructive force is unparalleled however, and I will reveal no more unless you swear your fealty to my cause.”

I swore.

Whatever the titans had buried in Sholazar needed power before it would answer, and the first of the two switches was waiting at The Maker’s Perch.
