The Ebon Watcher is actually Highlord Darion Mograine, leader of the Knights of the Ebon Blade, operating under a disguise. He drops the act later in the chain during The Air Stands Still and again in Tirion’s Gambit.
His dialogue with Tirion Fordring at the Argent Vanguard reveals tension between the Ebon Blade’s ruthless pragmatism and the Argent Crusade’s code of honor.
Scourgestones are embedded in every Scourge creature at the time of its creation. According to the quest text, they function as tracking devices, allowing Scourge commanders to monitor the location and movement of their forces. The Ebon Watcher wants to repurpose them to spy on the Scourge’s own troop movements across Icecrown.
Vanilla callback: Scourgestones previously appeared during the original Scourge Invasion event and as drops from undead in the Plaguelands. In the classic system, players had to equip an Argent Dawn Commission trinket to make undead drop them. The WotLK version skips the trinket requirement entirely.

Birth. There are Scourge that are made and there are Scourge that are born, and whichever of those a thing is, the first transaction of its existence is being handed a stone so that somebody upstairs knows where it is standing.

The stones report position. He said so himself, plainly, and then told me to fill a bag with them and carry it around inside the enemy’s own fortress.
I do not think it slipped his mind. Darion Mograine does not strike me as a man who mislays a detail.
He never said. I never asked. That is the arrangement we have.
They come off the bodies easily. Ghouls have them, and the necromancers, and the shambling things in the lower yards that have no rank at all. Cold, always, the whole time they sat in the bag, in the way that saronite is cold.
“Scourgestones will help us find our enemy,” Mograine said. “Now let me see if there’s something that I can do with these stones to give us a little bit of insight.”
Fifteen stones gave the Watcher a map of where the Scourge was moving, and what it showed him overhead was worth abandoning the disguise for, because something in the sky above Scourgeholme had gone wrong enough that The Air Stands Still.
