Vaelen was sent by Baron Sliver to invade Jotunheim but failed. His entire death knight contingent was captured by the vrykul. Freeing him here starts a follow-up chain (via Let the Baron Know) where Vaelen returns to the Shadow Vault and eventually tasks you with rescuing the rest of his captured men (Ebon Blade Prisoners).
Thane Ufrang references Vaelen’s capture: “My lord, this draenei was caught along with an entire contingent of death knights from The Shadow Vault. They are Knights of the Ebon Blade!” To which Ufrang responds: “Leave him chained there. I will deal with him in good time.”

He waited until I had finished looking. “The key to my shackles is hanging around the neck of Instructor Hroegar outside. Perhaps you could retrieve it by separating his head from his shoulders?”
Not asked. Suggested, in the tone of a man recommending a route.
Hroegar teaches on the Savage Ledge. He was still out there with his lines running through the same drills.
Nobody had told him to stop, so he had not stopped.
“I’ll eat your heart! Sniveling pig!”
Ufrang said that yesterday. The same two words, in the same order, from the master and the instructor both. They teach it along with the overhand stroke.
He fought like his students and died like them, and the key was on a cord at his neck.
“Thank you, night elf. Just hand me the key, I’ll take care of it myself.”
He did not ask me to unlock him. A man who has been chained to that wall for however long it has been, with the key finally in the room, and the one thing he wanted was to do it with his own hands.
Vaelen came off that wall under his own power and the first thing on his mind was not revenge but a report, because Sliver had sent an entire contingent into Jotunheim and only one of them was walking out, so somebody had to Let the Baron Know.
