Lore Context
This quest is the Alliance response to the Horde’s Eyes Above, the mirror quest where Windseer Grayhorn binds Horde sight to the same eagles for reconnaissance. The Alliance discovered the Horde was using eagle vision to spy on their food stores, so Anderhol orders the birds killed to shut down the surveillance.
If you play both factions, this is a nice example of WotLK’s two-sided storytelling where neither faction is entirely in the wrong.

Vikstone's War Journal“We’ve determined how the Horde was able to locate our hidden stores of food.” Anderhol’s expression was grim. “They were binding their sight to the unsuspecting eagles that soar above the trees here. Using eagle vision, they were able to effectively spy on our every action. By order of the lieutenant, we’ve got to hunt them down.”

The eagles had done nothing wrong. They were simply eagles, hunting mice and fish, unaware that orc shamans had turned their eyes into weapons.
War makes casualties of the strangest things.
I brought down what was needed. Each one died confused, not understanding why the ground rushed up to meet it. Not understanding anything at all about the politics that had made it a target.
When I returned, Anderhol nodded. “A somber task, I know. But we can rest easier now knowing the enemy’s eyes are no longer upon us.”
I cleaned my weapon. Some victories taste like nothing at all.
Not every assignment carries the weight of war. Anderhol has lighter work ahead, and it starts with something unexpected in Mmm… Amberseeds!
