This lich has knowledge I seek, yet I cannot inflict pain to his physical body to obtain that knowledge. The lich stored his soul in a phylactery, and while it remains hidden, I won’t be able to pry the information from him.
Return to the camp and take my horse, Dusk, she will lead you to the phylactery. Bring it to me.”

Go to Death’s Stand and ride Dusk to the location of Tanathal’s Phylactery. Obtain it and bring it back to Thassarian inside the Wailing Ziggurat.

Phylactery Location
Dusk will take you to approximately [85, 33]. The Frozen Phylactery is underwater at the bottom of a pool. Dusk will motion toward the icy water when you arrive.

He explains why the phylactery matters: “This lich has knowledge I seek, yet I cannot inflict pain to his physical body to obtain that knowledge. The lich stored his soul in a phylactery, and while it remains hidden, I won’t be able to pry the information from him.”
A lich’s phylactery contains its soul. As long as the phylactery remains safe, the lich cannot truly be destroyed and feels no pain. By seizing Tanathal’s phylactery, Thassarian gains leverage to force the lich to reveal what he knows about the Scourge’s operations and, more importantly, who ordered Unit S on their suicide mission.

Behind him, bound in chains of dark magic, a lich floated motionless. Tanathal, he called it.
“This lich has knowledge I seek, yet I cannot inflict pain to his physical body to obtain it.” The death knight’s jaw tightened. “He stored his soul in a phylactery. While it remains hidden, I won’t be able to pry the information from him.”
He gestured toward the camp. “Return to Death’s Stand and take my horse, Dusk. She will lead you to the phylactery. Bring it to me.”
Dusk was waiting at the camp. Thassarian’s deathcharger watched me approach with eyes unnervingly still, and she moved without sound across the frozen ground. She led me to a cliff’s edge, then motioned toward the icy water below.
Of course. Nothing about this was going to be easy.
The cold hit like a hammer. Dead things rose from the murk as I neared the phylactery’s resting place, drowned soldiers and something larger behind them that stank of old magic. I put them down and retrieved the vessel before the cold could finish what they’d started.
Back at the ziggurat, Thassarian took the phylactery.
“Just in time,” he said. “Pinning down a lich is not as easy as it looks.”
Thassarian held the lich’s soul in his hands and meant to have everything Tanathal knew about who sent Unit S to die, which leaves Vikstone Buying Some Time for him to do it in.
