Jeer left his tools in the minefield he built to defend K3 from magnataur and snobold attacks from Garm. On completion, he mentions both Janks (stuck in the minefield) and Dim Flathoof (still at Ricket’s Folly from the previous quest).
Classic goblin project management: build the minefield, forget your tools inside it, lose your assistant in it, then send an adventurer to sort it all out.
The minefield is part of K3’s layered defense system. Along with sentry guns, demolition bombs, sappers, and teleporters, these defenses are visual references to Team Fortress 2 by Valve.

He had remembered to build anti-air defenses and forgotten his toolbox.
“If Janks were here, I could have just sent him on this errand.” He stopped. “Oh… on second thought… I’m not sure I told him where the safe path is anyway. Good thing I have you resourceful adventure types around, eh?”
The Sparksocket Minefield ran west of town, and there was nothing on the surface of that snow to tell you which parts of it would kill you. I found the southernmost danger sign, turned south, and followed the ridge in, setting each boot down where the one before it had held.
The toolbox sat in the center like bait in a trap. Which, technically, it was. Janks was sitting beside it, unharmed and unhurried, waiting for someone to come tell him how to get out.
He came up off the crate he was sitting on when he saw me.
“Is it true?! Has someone finally come to get me out of this place?”
Then he watched me cross to the toolbox, and it went out of him all at once.
“No… no… that’s not it, is it? The heartless lout probably sent you after the tools, didn’t he?”
I told him the path. Southernmost sign, turn south, follow the ridge. I told him twice and made him say it back.
“Well… I guess I’ll just keep an eye on the turrets… or something.” He sighed and sat back down on the crate.
However long he had been standing in the middle of that field, it had been long enough that a way out no longer sounded like one.
“Ha ha! These are them!” Jeer had the box open before I finished handing it over. “Thank you kindly. I hope you didn’t have too much trouble traversing the field.”
None at all. He never asked after Janks, and I let it be. I had told the man himself, twice, which was more than his employer had managed in whatever length of time it had been.
Jeer had his tools back and Janks was still standing in the middle of the minefield, which nobody addressed, and the next job on the list was described as Slightly Unstable.
