Petrov tells you that Arugal punished the Hollowstone miners for refusing to join the Wolfcult. But when you relay this to Stoutmantle, he dismisses it: “Arugal’s been dead for years… I even saw his grave once.”
He chalks up Petrov’s account to trauma from losing his friends.
Stoutmantle doesn’t know that Arugal was resurrected by the San’layn princes to serve the Lich King. To anyone who hasn’t witnessed the truth firsthand, “Arugal is back from the dead” sounds like the ravings of a traumatized survivor. This is what makes Private Arun’s tip about Ruuna the Blind so important: Ruuna can see what ordinary soldiers cannot.
And there’s the deeper implication noted in the Souls at Unrest quest: Petrov himself may be a ghost. Stoutmantle refers to him as “that survivor you found,” but the entire mine population was turned undead. Petrov’s insistence that he’ll “stay here and finish the job” takes on a haunting double meaning.

Arugal.
I’d heard that name before. Shadowfang Keep. The mad archmage who’d summoned worgen to fight the Scourge and lost control of them. Heroes had put him down years ago.
Stoutmantle’s reaction confirmed it.
“Curse our luck. We find the one functioning mine this side of the hills and it’s full of Scourge.” He shook his head. “No offense, friend. But that survivor you found sounds like he’s been a little traumatized due to losing his friends. Arugal’s been dead for years. I even saw his grave once.”
The captain meant well. He’d fought alongside me against the Defias. I trusted his judgment on most things.
But I’d walked through Silverbrook. I’d seen Ducal’s horse in the stable and Ducal transformed into something that howled. I’d read Mikhail’s journal and burned his neighbors’ corpses in a mine shaft while they clawed at me with grey, rotting hands.
Petrov wasn’t traumatized.
Petrov was the only one who’d seen the truth clearly.
Dead men don’t stay dead in Northrend.
Stoutmantle doesn’t believe a dead archmage is walking Northrend. Private Arun knows someone who might settle the question. She’s blind, she lives near Vordrassil Pass, and she sees more than any of them in Ruuna the Blind.
