After turning in Secrets of the Scourge to Durkon, he immediately offers this quest. He’s tried to read the Flesh-bound Tome himself and can’t make sense of it. He hands it back to you and tells you to bring it to Wyrmbane up in the Keep.
Walk north from the crypt entrance back up to Wintergarde Keep and deliver the tome to High Commander Halford Wyrmbane at [78, 48]. That’s it.

Lore & Story Context
Despite being a simple handoff, this quest carries some of the best dialogue in the chain.
Durkon’s reaction to the tome is memorable: he flips through the pages, admits “I don’t even know if I’m looking at it the right way,” and decides this is above his pay grade. His line about the curse is also telling: “That was certainly no ordinary curse that the blasted lich put on you!”
This confirms that the Call of the Duskbringer debuff from the crypt escape was Thel’zan’s personal magic, not just generic Scourge necromancy.
Wyrmbane’s progress dialogue reveals he already knows about Amarion: “The necrolord is no more?” His completion text is cryptic but promising: “The fates smile down upon us on this day. I know just the person to see about this tome.”
That person turns out to be a prisoner in Wintergarde’s own jail, someone who can read the language of death, which sets up the next quest in a direction players rarely expect.
This quest also marks the formal handoff point at which the storyline shifts from a military defense narrative (stabilize Wintergarde) to an intelligence/investigation narrative (decode the Scourge’s plans).
Everything from here forward builds toward revealing Thel’zan’s true identity and ultimately chasing him down.

“I don’t even know if I’m looking at it right side up.”
Neither did I, for that matter.
Durkon thrust the tome back at me like it had personally offended him. “The High Commander will know what to do.”
Wyrmbane’s eyes widened when I placed it on his desk.
“The fates smile down upon us this day,” he said, which seemed an optimistic assessment for a book bound in human skin and dripping with lich magic. “I know just the person to see about this.”
Somewhere in Wintergarde Keep, apparently, there was someone whose job description included this.
Wyrmbane knew exactly who could read it, with the small difficulty that Understanding the Language of Death meant going down to the jail to ask a prisoner.
