If You’re Speed-Leveling This quest has a reputation for bad RNG, but Blizzard improved the Barbfish spawn rate and reduced the requirement from 7 to 5 in a later WotLK patch.
Most players now complete it in 8-15 plants. The two-quest chain (this plus The One That Got Away) gives solid combined XP, so it’s generally worth doing unless the lake is heavily contested by other players.

Oddities
All three spawned creatures can actually drown if rooted, trapped, or CC’d underwater and left alone (takes about a minute). Their corpses remain lootable, so if a Barbfish spawns, you can root it, move on, and come back to loot once it drowns. A grim but functional strategy.

He stared at the lake, having made too many trips to its shore.
“I wish I hadn’t used up all that bait I bought from Nat Pagle. Worked like magic, it did. Now I’m lucky if I can catch a fish an hour!”
Nat Pagle. Even in Northrend, that name carried weight among fishermen.
“I hear the northern barbfish make pretty good bait, but who’s crazy enough to dive into a freezing cold lake and hack up the water plants in search of them?” He looked at me. “Not me… but maybe, just maybe, I can persuade you to…”
The lake was exactly as cold as advertised. I tore through water plants, watching fish scramble, until the barbfish emerged from the disturbed vegetation. Ugly things. Five of them, caught and killed in water that numbed my hands within seconds.
Sloan looked me over when I emerged, dripping and shivering.
“You look like you’re still in one piece. Get any of that bait?”
I dropped the barbfish at his feet.
“Well, these certainly are ugly enough, but I suppose I don’t care if it actually works.” He managed something approaching gratitude. “I’ll be relieved once the expedition has passed through and I can go back to simply fishing for my dinner.”
Sloan had his bait and it worked far too well, because something too big to reel in alone had started hitting the line, and he was not prepared to let it stay The One That Got Away.
